The Cathedrals Measure

INTRODUCTION

In 1992 the Association of English Cathedrals approached the Archbishops of Canterbury and York to appoint a Commission with the following terms of reference:-

“To examine the future rôle of Cathedrals of the Church of England and to make recommendations as to how best that rôle could be fulfilled, including proposals for their governance and support.”

The result was the Cathedrals Measure 1999, which has in turn required each cathedral to produce new Constitutions and Statutes.  A great deal of work over some 20 months went into this under the guidance and advice of the Transitional Council.

The new Constitution and Statutes for York Minster came into effect on Easter Day, Sunday 23 April 2000.

THE CHAPTER

The Chapter is comprised of:-

  • The Dean (as Chairman he also has a casting vote)
  •  3 Residentiary Canons (Chancellor, Theologian and Precentor)      
  • The Chapter Steward
  •  3 Lay Persons – all appointed by the Archbishop.

 

The Chapter will order the Cathedral’s worship, promote its Mission, and over-see its administration.

Meetings of the Chapter will take place on at least nine occasions each year. 

The Chapter will be accountable to the Cathedral Council.

All Chapter members will hold Canonries.

THE COUNCIL

The Council will be chaired by a senior Lay Person appointed by the Archbishop. 

It will also comprise:-

  •  The Dean
  • 4 members of the Chapter
  • 2 members of the College of Canons
  • 4 Lay Persons (not members of the Chapter) reflecting the interests of the cathedral community
  • 8 persons, ordained or lay, appointed by the Archbishop after consultation with the Dean, the Archbishop’s Council and the standing Committee of the Diocesan Synod.

 

The Council will:-

  • Consider proposals submitted by the Chapter
  • Receive and consider the annual budget
  • Receive and consider the annual report and audited accounts
  • Consider proposals submitted by the Chapter in connection with the Constitution and Statutes

 

THE COLLEGE OF CANONS

The College of Canons will consist of:-

  • The Dean as President
  • Every Suffragan Bishop of the Diocese
  • Every full-time Stipendary Assistant Bishop of the Diocese
  • Every Canon of York (total 36, clergy and lay)
  •  Every Archdeacon in the Diocese

The College of Canons will:-

  • Receive and consider the annual report and audited accounts of the Cathedral Church
  • Discuss such matters concerning the Cathedral Church as may be raised by it members
  • Have a formal part in the appointment of the Archbishop
