The Cathedrals Measure
INTRODUCTION
In 1992 the Association of English Cathedrals approached the Archbishops of Canterbury and York to appoint a Commission with the following terms of reference:-
“To examine the future rôle of Cathedrals of the Church of England and to make recommendations as to how best that rôle could be fulfilled, including proposals for their governance and support.”
The result was the Cathedrals Measure 1999, which has in turn required each cathedral to produce new Constitutions and Statutes. A great deal of work over some 20 months went into this under the guidance and advice of the Transitional Council.
The new Constitution and Statutes for York Minster came into effect on Easter Day, Sunday 23 April 2000.

THE CHAPTER
The Chapter is comprised of:-

3 Residentiary Canons (Chancellor, Theologian and Precentor)

The Chapter Steward

3 Lay Persons – all appointed by the Archbishop.
The Chapter will order the Cathedral’s worship, promote its Mission, and over-see its administration.
Meetings of the Chapter will take place on at least nine occasions each year.
The Chapter will be accountable to the Cathedral Council.
All Chapter members will hold Canonries.
